Fair or not, but in some cases, you can just travel to another country to get access to certain features. In the case of Twitter, that happened with voice messages in DMs that I got after travelling to Turkey.

This feature was available in some countries for quite a while but could pop up as "new" for travellers.
How to test:
- Slide into Twitter DMs.
- Open any conversation.
- Tap on the Voice message icon on the bottom right.
- Dictate a message.
- Tap Send.
