Both features are available under the feature flag. Privacy guide can be enabled via chrome://flags#privacy-review and found in the privacy settings section. This guide can walk you through necessary privacy features in the Chrome browser that you can enable from there as well.

The second feature adds a new option to the link-sharing menu that looks like an emoji. There you can make a screenshot and add an animated emoji on top. As a result, you will receive a gif file that can be shared around. You will also have a choice of not adding a link to the shared message. The option can be enabled via chrome://flags/#lightweight-reactions-android flag
